A moral parking question

I have a question. Outside our office is our car park, the pavement (or side walk for our friends across the water), a bus lane and then the normal road. The car-park that we share it with a mobility shop has all the bays marked as disabled parking.

People frequently pull over to check the map or take a phone call and park on varying locations. If it was you would you park in a disabled bay, on the pavement, in the bus lane or in the middle of the road. Strangely most park in the pavement and the bus lane is almost never used.
